[amsat-bb] RS-13 and contests

Hi Folks,

I'm sitting here listening for RS13's beacon. All I hear is a sick 
sounding carrier reminiscent of RS15. 

Is this the result of contesters on 15M overloading the sat? Or has 
RS13 gone over the hill?
