[amsat-bb] UO-36 was off? and now back on over US

Well, I spoke too soon ;-)  Apparently UO-36 is active again over the US.

I printed three good passes on UO-36 starting Oct. 19 with the 19:37 UTC 
pass over the east coast of the US.
