I've converted a TA451 to do true FM (and even AM) for 70-cm ATV use.

I basically threw a varactor (fed with audio + temperature-compensated
bias) and an inductor in series with the crystal to produce FM.  I also
had to "loosen up" a bit on the feedback capacitors in the oscillator to
get the oscillator to move with modulation.

It should be just as easy to do FSK with the same mod.
