Yes.

No. Quoting from _The Radio Amateur's Satellite Handbook_:

"(CP, CP, opposite sense). A simple theoretical model predicts infinite attenuation compared to the reference signal link, but in practice attenuations greater than 30 dB are rare."

The penalty for getting the circularity wrong is much worse than 6 dB.
