Would make sense.  Even here, some passes have been a little chaotic (though
not useless).  Parrot mode requires a deceptively high degree of operator skill
to make work properly, and a couple of poor operators kill it for everyone.

Down here, occasional parrot passes would be useful, to open the satellite to
Pacific island stations without 70cm gear, but they would need to be balanced
with the usual Mode B/J passes.
