Some of the omni antennas are intended for the command receivers. The
high-gain antennas won't be pointing towards earth during the two rocket
burns that are necessary to move the satellite from the initial equatorial
orbit to the final orbit at a 63 degree inclination. See the AMSAT-OH web
site for some slides showing the initial and final orbit.
