You must be thinking of FO-29.
Last I heard FO-20 was permanently in JA which means this would
be a CW signal. Low noise means strong signal or good antennas.
Your mileage may vary.

Right now, yes, it would be FM. I believe the bird is in JD1200 mode! The
digital mode would have an FM carrier. I had forgotten about that.
