Not necessarily.  Here's why.

1.) Preamp gain could be greater than 20 dB
2.) You are assuming in this case that 1 S-unit corresponds to about 6 dB.
That is not necessarily the case.
3.) What I saw and observed, I saw and observed.  I have no reason to make
it up.
