I can't help on the frequency but here is the launch info...

			   Missile Launch Wednesday
				      
A Titan II missile carrying a NOAA weather satellite is scheduled for launch
this Wednesday morning from Vandenberg AFB. The vehicle is scheduled to lift
off
from SLC-4W at south Vandenberg at 03:22 PDT, the start of a 10 minute
launch
window.

The missile will climb steeply at first, then pitch over and head southward.
Several minutes later, the NOAA-L weather satellite will be inserted into a
polar orbit.

Weather permitting, the launch should be visible for hundreds of miles. From
a
distance of 100 miles, the Titan II's flame will be at least as bright as
the
stars in the Big Dipper (magnitude +1.8).
