Are you sure that <01> means voltage too high? According to the beacon log 
at http://ssdl.stanford.edu/opal/Operations/opal/index.html the beacon has 
reported <01> for most of its lifetime and has never reported <00>.

P.S. OPAL telemetry logs are available at the above website, but there is no 
new info there after late May.
