Even with the attitude control, yes, it probably will be needed.  As was
discussed a couple of weeks ago on a thread on circular polarization, the
polarization sense can be one thing at apogee and another at the horizon.
The reasons are complex, but things such as signal reflections, Faraday
rotation, etc. all can have a distorting effect on a purely circular signal.
At the horizon or near it multi-path effects and reflections are much
greater when when the bird is looking at you from high above.  At horizon,
it's like nearly working a distant terrestrial station.

Now if all your work will be at apogee, then, no, I doubt you would need
polarization switching.
