uo-14 and emergency traffic

this evening on the 0250z pass of uo14, there was a station that continually
called break. this on an fm repeater is the word used to indicate there is
emergency traffic. but i never heard him give any emergency traffic nor
anyone yield to him.
am i missing something in the fcc rules on this? 'sos' is used for an
emergency call on cw and 'mayday' is used for an emergency on sideband
and according to the rules, 'break' is used for an emergency on fm.
