[amsat-bb] ko-23 is up

 i checked ko-23 the other day and it was up. they trimmed (or it
drifted due to voltage) the downlink frequency.
 it looks like 435.1767 is the center if you are useing time-c
and or to-31 clock.
 i will be recutting the fuji map after this up and comming keps
set if needed.
