Bill, have you determined that the xtal in the IFD is indeed oscillating
and producing a signal at the injection frequency. Listen for it or a
second harmonic, etc. on a local suitable receiver.
Also, check to be sure the +DC supply to the IFD has a ground return from
the IFD board so that it is actually running.
