The form was developed through CCIR and ITU to represent emission
designators in the late 1970's when large computers were coming into common
use and memory was still very expensive. Their intent was to save on use
of computer memory.
The form continues today in common use for emission designators
only. (Tradition??)
The form is not normally used for any other purpose. It tends to confuse
ordinary mortals. For frequencies, stick to the numbers and you can't go
wrong.
