[amsat-bb] 1/4 WL Phasing Line

I'm in the middle of building a modified Egg Beater and the directions
call for using a 1/4 Wave length phasing line..  At 435, this would be
about 6.5 Inches..  Do I include the area that will be stripped in this
measurement?  Or is it just 6.5 inches over all?  It's a real tight fit
when trying to do this inside a 1" PVC Coupling.
