I don't claim to understand all of this chatter, but it appears to me
that some low-power operators are complaining that they can't communicate
because they aren't running enough power. That is, they seem to be
implying that, at least on field day, a fair amount of power is
required to communicate.
It appears to me unlikely that FCC regulations will do much to help
low-power stations (if that is, in fact, the issue) compete with higher-
power stations. (The regulations don't say everyone must run QRP.)
Of course, the issue of high- versus low-power isn't entirely the same
as gentlemanly operating procedures.
