Since it's probably not a viable amateur satellite, it may be designated as a 
Cosmos
series bird as it pertains to its current description by Norad.  As you may 
already know RS-12/13 is a parasite, I don't know about RS-1 but RS-12/13 are 
part
of a spacecraft that also fly with a non amateur designation.  In this case 
and best
of all you need to find RS-1's CATALOG NUMBER which I believe would have to 
remain the same regardless of what transponder on board the space you might
be concerned with.  Anyway, that's my story and I'n sticken to it....  Anyone 
got any
better info for him?
