[amsat-bb] AO-13 Cost?

"A Beginner's Guide to OSCAR-13" by Keith Berglund, WB5ZDP makes mention 
that "OSCAR-13 cost approximately $250,000"...

Can anyone tell me if that cost included the launch or was if for hardware 
alone?
