[amsat-bb] Pirate problem on FM satellites

Same problem everywere.  You can hear many diffrent spanish accents on the 
birds.  For two consecutive weeks I have even heard arabic on UO-14 on Sundays.

What happend if the FM satellites are reconfigured to use CTCSS tones?
