A similar idea is under development using the Proteus aircraft from Scaled 
Composites. It is not solar powered, however.  In fact, it has a 40KW payload 
to provide broadband connections for metropolitan areas.

You might be able to do something on an extremely small scale using solar 
power, like a single channel low power cross band FM repeater just for the 
novelty of it, similar to a balloon launch.  But if you had a persistent 
60,000 ft vantage point, you'd most certainly want to do something a bit more 
ambitious.  And if the Angel Technologies idea takes off, you'll certainly 
not have that 60,000 foot flight level all to yourself.
