[amsat-bb] Sat Predictions using Predict

The server has been slightly re-configured (Time issues....)  It appears to
now match predictions from "Heavens-Above" pretty closely.

Anyway, it is set up for "Sterling, VA" now and all seems to be in order.

Many thanks to those of you who have helped me get this going.
