[amsat-bb] P3D question

Hi 

I was thinking about P3D when a question came to my mind:
keeping in mind the launch will be in July 2000 (although 
we all know that's not likely to happen), and knowing that 
it only reach the final apogee 2 years later, when will it 
be open for transponder work?
Asking another way, if all preforms as expected, how long
will be the commissioning phase?
