A quick look at the nautical chart shows NJ/New York City area Variation to
be based from 1993 at 14 degrees 30 min West  with a 2 min per year
increase. Some areas East and S.E  have increase rates of 4min and 3
mins/per yr.   2min/yr seems the average for most of these coastal waters.

This navigational correction is also known to navigators as Variation.  

A visit to the local airport and a look on one of their wall charts will
show the local area correction, date and rate of change. The change is
added or subtracted depending on whether it is Westerly or Easterly and
whether correcting to or from true and magnetic headings.
