[amsat-bb] UO-14 listening/working

I'm relatively new to satellites and can't find UO-14 on AMSATs list.  I 
tried Oscar 14 using a TLE file with STSPLUS.  It found keps and gave me 
pass predictions.  Is Oscar 14 the correct designation?

What is a "bent pipe repeater?"
