GSFC keps: Names/cat num/inter. ID

I just looked for new keps on GSFC.NASA.GOV and noticed that
satellite names are now associated with different Catalog numbers.
and IDs. Do they usually change these assignments other than fix
the other values when the satellites are miss identified?
Another thing I noticed is that the Element Set number sometimes has
a leading 0 in some cases. The Minotaur is an example of this. When
I look later they have a lower number with no leading 0. Is there any
significance to this?
