THere is a program to do it, but all it does is take the 2 line elements
and convert them to AMSAT multi-line format.  THen for the year, instead
of "00xxx.xxx" it changes that to "100xxx.xxx" for the EPOCH.

You can do this manually for a few satellites if you want....

I'm not sure if you then also have to bump up the checksum by 1 or not?
