Tonight I was looking at the eye pattern for KO-23 on a scope and it
appears to not be sending a consistent eye pattern.  It jumps back and
forth from a reasonable eye to just a jumbled pattern even though the
signal strength looks good here.  Has anyone else noticed this?  The other
satellites have a good eye pattern continuously when the signals are good. 
As a result, very little is copied from KO-23 here.
