Several techniques to try.

Add a 2M bandpass filter to remove the LO from the IF output.
A -50 dBm spur in the IF can upset an HP 8970, even if it relatively
far away in frequency.

Shielded quarter wave decoupling chokes made out of UT-141.
Printed circuit board chokes radiate.

Optimize the choice of MMICs--MAR-6s are 80s technology.
At 2.4 GHz, they have much less gain than at lower frequencies.
The excess gain reduces stability.
