Here is the way it works:
Do nothing but renew your ticket and you can remain what you are now till the
day you die (God forbid) or forget to renew. Nothing will ever change for
you.
Take an upgrade test now, and you upgrade under the current rules.
Take an upgrade test after April 15th, and you upgrade under the new system.
If you are a pre-1987 Tech license holder, wait till after April 15th; show
up at a VE test session with proof you were licensed prior to 1987; fill out
a form; pay a fee and you are a General. No test required.
