[amsat-bb] LUSAT PSK RC

Lusat have changed to PSK RC transmition at 437.125 MHz again, and turn off
the normal PSK transmitter at 437.150 MHz and the CW TX too.

Time to time the CW tx and normal PSK tx will be turn on. BBS again soon.
