Right or wrong, good or bad, here is what I observe (most often) on the
various analog sats:
Mode J (V/U) birds:
FO-20/29: fixed transmit, downlink drifts down during the QSO
AO-27: ditto, but then you have no choice
Mode B (U/V) birds:
AO-10: fixed receive, adjust transmit to maintain same freq. (difficult
at perigee)
SO-35 ditto, but then you have no choice
Mode A birds:
RS-15: adjust the transmit to maintain same freq.
Mixed mode birds:
RS-12/13: mode K (H/H) ops fix the transmit, mode A (V/H) ops adjust the
transmit
P3D: if mulitple uplinks and downlinks are on simultaneously, this
could be a mess.
