proper protocol is to tune the higher of the two frequencies as this is the one 
that is affected by doppler the greatest.

keeping this in mind, you will always be correct no matter what mode the 
bird is in and which bird you are on. 

a more modern way, if you have computer control is to adjust both up and 
down freqs. this is not possible manually.
