[amsat-bb] 10m passband

I was trying to monitor RS12 and RS15 around 08.45 - 0900 GMT but
noticed that the 10m passband was being swamped by very strong FM
signals which seem to originate in Eastern Europe.

So much for bandplans :(

Also noticed that FO-29 was in digitalker mode.
