[amsat-bb] leonids 99

I put 1999 leonids observations results on my web site. 

I recorded the 6m beacon as echoes from leonids by FFTDSP. The peak
seems around 02z 18 Nov.
Long echoes are fewer compared with 1998 leonids. This means meteor
scatter link condition is not good.
