[amsat-bb] UO-22 software reload

UO-22 will be unavailable for messaging on Thursday this week during the
morning passes over the UK due to a software reload to make the satellite
Y2K compliant.  If all goes well, this should be complete, and store and
forward communications available following the UK morning passes.  I will
post a message to amsat-bb following the reload.
