A program "MoonKeps" that computes sets of temporary Keps that approximate the Moon's orbit is available at http://www.amsat.org/amsat/ftpsoft.html#pc-eme. The zip file also includes a set of elements for the Sun.

I don't believe it is possible to formulate Keps for the planets. The Keplerian model assumes that the object is in Earth orbit. It works for the Sun because the Earth being in Sun orbit is a symmetrical situation.  Programs that compute locations for planets use a separate mathematical model to do so.
