It is entitled "KI0AG Micro-Duplexer" by Chuck Duey, KI0AG and has
everything you need to know about what is inside the Arrow Antenna's
handle, and how to build the Micro-Duplexer.
While you are searching for the back issue, here is the parts list:

2     4.7 pF 5%  50V NPO 1206 or 0805 size
1     3.0 pF 5%  50V NPO 1206 or 0805 size
2     18 pF  5%  50V NPO 1206 or 0805 size
