[amsat-bb] Rise times

I think the prediction originators are asleep at the switch....

UO22 and KO25 are several minutes behind their published AOS's es LOS's.
I keep duplicate copies in IT to preclude a "bad set" ( it is apparent 
immediately), and there isn't a silly millimeter difference in the last 
three sets I've received.
Yet the AOS error is gradually increasing...

Anyone have a clue?
