Maybe I'm missing something here, but I thought AO27 WAS active over the
entire Northern Hemisphere, during daylight passes from North to South.

You will not be able to work AO27 at night, and on passes going from
south to north, but you should be able to work it a couple passes per
day.  The Southern Hemisphere and stations very close to the equator are
the only stations who don't have daylight pass use of the bird.
