[amsat-bb] Drake Converter Mods.

During the recent Amsat Colloquium held at Surrey University I was able to 
test a series of modifications to the Drake 2880 S-Band converters.

One modification involved changing the 3 element stripline image filter for a 
lower loss Toko Dielectric filter.

The final result  was a converter with a noise figure of 1.94dB and a 
conversion gain of 38dB.   A second unit tested within 0.01dB, so it seems 
reliable.
