Yes this is pretty well the correct answer.

However nothing is for ever and as more and more countries CEPT and non CEPT
now allow the amateur service shared (normally secondary) access to the 6M
band there may be some hope that our IARU negotiators may be able to have it
(or part of it) added to the amateur space service as well.
While they are at it, downlink on 23cms would be appreciated as well!
