[amsat-bb] Bigger than FCC

The 6 meter problem is bigger than the FCC.  We have no
international allocation in the 6 meter band for the
amateur satellite service, which is a different service than
the amateur radio service.  ITU has not given, nor will it
any time soon, an allocation in the 6 meter band because
there are lots of countries, say in the CEPT voting bloc,
that do not have 6 meter allocations.
