The problem is solved! Thanks to all for your responses. The fix was simply
to set the Baud rate to 4800 on the FT-847. I had tried that last night, but
think in my haste I may not have exited the program each time to
reinitialize the port, or whatever.

Just ran a test with the FO-20 beacon and it worked great.
