I want to work RS-13

Hi all people.
I´m new in the satellites´ world and I want to start in RS-13. I use a
dipole for 10 meters and a ground plane for 2 meters but I can´t heard the
satellite. I want to know the material to work it and some scheme to use
like a guide. Sorry my poor english.
