[amsat-bb] Uo-12

Uosat-12 signal heard at 4-22-99  09:13 am mst or 3:13 UTC time
Signal heard no quieting. No data on 1200 baud or 9600 baud using wisp.

I don't know how to do the vsli?  type needed to decode the data.
The voltage on my eye pattern pin is 2.5 volts dc same as To-31.
