[amsat-bb] Mini Sputnik and R0MIR

During the 08:45 GMTpass over France on Sunday the 18th of April,
the astronaut Jean-Pierre Haignere R0MIR/FX0STB has clearly
confirmed that the mini Sputnik was not active. He said:
"No no, the mini satellite has not been launched in ON state, because
it was carrying advertising for a Swiss watch manufacturer. This infringes
the ham radio regulations. Instructions have been received to launch it
when it was switched to  OFF position".
