Ron,

Since the amateur allocation is secondary to radiolocation in this band,
both services would have to give up the spectrum to be of any use to the
private land mobile concerns.  They have 901 - 902 allocated for
narrowband PCS 2-way paging (part 24).

http://www.fcc.gov/oet/info/database/spectrum/spinvtbl.pdf  which is an
FCC spectrum document, still shows 902 -928 as primary for radio
location (part 90), and secondary for amateur use (part 97), and low
power unlicensed use (part 15).
