Starshine: huh?

I read the description of Starshine at
http://www.azinet.com/starshine/descript.htm. Is it just me or does this
seem to be an incredible waste of shuttle payload space???

The goal of introducing students to satellite tracking and orbital physics
is commendable, but there are 100-200 easily visible existing targets in the
sky that could serve the same purpose (probably even better than this little
speck of a satellite). This thing has no scientific payload and no
communications capability. I can understand the excitement generated by
seeing something in orbit that you helped to build, but wouldn't it be even
more exciting if it actually DID something?
