Just a point to note here - UO-22 is not reserved for gateway stations.  The
gateways work very well with other users since the type 18 gateway traffic
was introduced a few years ago.  Now the gateways only upload one or two
messages each per day (and there's only 30 or 40 of them on each day).

Everyone is perfectly entitled to use UO-22.
